Πόσα ακόμη προγράμματα για την πρόληψη και την αντιμετώπιση των πυρκαγιών θα χρηματοδοτηθούν άραγε; ρίχνει χρήμα η ΕΕ αλλά το καλοκαίρι πάλι αεροπλάνα και ελικόπτερα θα πετάνε με την πυροσβεστική πόλεως να πηγαίνει στο δάσος.

Βασίλη ξέρεις αν το πρόγραμμα περιέχει κάποιου είδους παραδωτέα προϊόντα ή είναι καθαρά ερευνητικό;

Δημήτρη καθαρά ερευνητικό μου φαίνεται εμένα. Η περιγραφή του προγράμματος είναι η παρακάτω:

The aim of the project is to develop and transfer, through common approach at transnational level, an integrated model for the prevention of forest fires. Focus will be placed on the prevention phase fundamental for environmental, economic, cultural and social sustainability. In particular, 3 thematic areas (Work Packages WP) will be dealt with to ensure an integrated and effective model: 1) The development of shared methods and techniques for risk mapping, assessment and monitoring, by integrating new elements/risks not taken into consideration in existing risk models and prevention plans, e.g. characteristics of the forest, vulnerability of the territory, and climate change 2) An economic and eco-compatible sustainable model for forest maintenance incl. the valorisation of biomass 3) Information and training activities for effective environmental behaviour in risk areas and/or in risk situations. 3 action phases will be carried out to guarantee concrete results that can be transferred to 6 partner territories: In a 1st phase information exchange will take place to share practices and knowledge of the partner countries’ different systems, competencies, plans and techniques. This will be done, both through a report on the existing situation relating to the 3 thematic areas, to be shared among all partners, as well as through a specialised exchange meeting. Good practices and results from other European initiatives will also be identified and discussed to capitalise results from previous projects. Subsequently, 3 transnational Working Groups (WGs) will be established, one WG for each of the above-mentioned WP. Each WG will analyse and develop methods, strategies and techniques, with the help of the universities, regarding the 3 thematic areas which will subsequently be developed into a COMMON INTEGRATED MODEL. In a 2nd phase a territorial concertation and adoption process along with the drawing up of prevention/action plans and executive projects, based on the outcome of the development phase, will take place in each partner territory. In a 3rd phase pilot implementation and mainstreaming activities will be realised through seminars, simulation exercises and information and training actions addressing the relevant key actors and the specific target groups to test and mainstream the common transnational prevention model, incl. the tools developed. Appropriate measures to sustain adoption will be made by each partner. The partnership is made up of 9 organisations all situated in high risk areas, incl. public authorities with competencies at local, regional and national level, and universities with technological/scientific competencies in accordance with the 3 thematic areas. This partnership will, through the above structured action phases and thanks to the specific knowledge, comparative advantage and European added value that each partner will bring, be able to develop and transfer concrete results both vertically and horizontally.

Βασικά είναι πασιφανές ότι είναι διακρατικό. Η περιγραφή δε λέει τίποτα για τα παραδοτέα επί της ουσία, συνεπώς αν θα ήθελες να μάθεις περισσότερες πληροφορίες θα έπρεπε να μιλήσεις με τον διαχειριστή του έργου. Ακόμα και οι εταίροι, μπορεί να μην ξέρουν λεπτομέρειες (δλδ τι/ποια είναι τα παραδοτέα του κάθε πακέτου εργασίας). Ενδιαφέρεσαι για να συμμετέχεις ή απλά για πληροφόρηση; Πάντως οποιοδήποτε κόστος που υπερβαίνει τα 20.000 (ή 30.000; δεν θυμάμαι) ευρώ περνάει υποχρεωτικά από πρόχειρο διαγωνισμό, πάνω από 60.000 ευρώ περνάει σε ανοιχτό διαγωνισμό. Όμως ο,τι σχετίζεται με εργασίες (παραδοτέα) που θα πραγματοποιηθούν από "συνεργάτες" (external expertise) περνάει από κάποιου είδους πληροφόρησης, συνήθως στο website του φορέα ανάθεσης (εκάστοτε εταίρο). Αν λοιπόν δεν βγάλεις άκρη με το διαχειριστή του έργου (που είναι πολύ φυσιολογικό..), τότε θα τσεκάρεις ανά τακτά διαστήματα το σάητ του φορέα.

Συμπληρώνω: Σίγουρα έχει παραδοτέα, ακόμα και αν ήταν αποκλειστικά ερευνητικό - που δεν είναι. Αυτό που θα πρέπει να βρούμε, είναι τι είδους παραδοτέα έχει... Επίσης αναφέρει συνεργασία με πανεπιστήμια... Αν είναι εταίροι πανεπιστήμια, τότε το ερενητικό κομμάτι θα το έχουν εκείνοι και οι άλλοι εταίροι (λογικά) θα έχουν τη συλλογή των στοιχείων και δράσεις δημοσιότητας, όπως είναι η αναδάσωση.
